Version 1.7 · Drafted 23 September 2026
These Terms of Use govern the AI-Sentinel Africa public website, registered portal, controlled resources, demonstrations and related digital services. Portal applicants expressly accept these terms during registration. Public browsing is subject to these terms to the extent enforceable under applicable law.
1. About AI-Sentinel Africa
AI-Sentinel Africa is a Nigeria-based public-interest initiative for evidence-led, sovereignty-first and human-authorised cyber governance. It presents research, strategic frameworks, demonstrator interfaces and controlled co-development capabilities for policy, institutional assessment and partnership discussion.
Unless a written instrument expressly states otherwise, AI-Sentinel Africa is not an agency of the Government of Nigeria, the Office of the National Security Adviser, the National Cybersecurity Coordination Centre, the African Union, ECOWAS, the United Nations or any other institution. Reference to an institution, law, framework, source or prospective partner does not imply endorsement, certification, sponsorship or formal adoption.
2. Acceptance and eligibility
By requesting portal access, activating an approved account, downloading a controlled resource or submitting material, you confirm that you have read and accepted these terms and the Privacy Notice. You must be at least 18 years old and legally capable of accepting them.
If you act for an institution, you confirm that you are authorised to provide the submitted professional details and to use the service for the stated institutional purpose. Acceptance by an individual does not bind an institution to a partnership, procurement, confidentiality or data-processing arrangement unless an authorised written agreement is signed.
3. Public information and controlled services
Public pages may be viewed without portal registration. Controlled services may require verified email, professional registration, administrator approval, role assignment and periodic revalidation. Email verification confirms control of an address; it does not grant portal, reviewer, operator or administrator authority.
We may approve, reject, limit, suspend or revoke access to protect users, evidence, system integrity, intellectual property, legal obligations or institutional restrictions. Accounts are personal to the approved user. You must not share activation links, verification codes, sessions or credentials, or permit another person to act through your account.
4. Permitted use
You may use public content and any access specifically granted to you for legitimate internal evaluation, policy development, research, education, resilience planning or partnership assessment. You must comply with applicable law, your institution’s authority, the assigned role and any project-specific restrictions.
No licence is granted beyond the access expressly provided. Written permission is required for commercial exploitation, redistribution, white-labelling, model replication, training of another AI system, publication of controlled outputs or incorporation of proprietary material into another product, unless a stated open licence or applicable law clearly permits the use.
5. Prohibited conduct
You must not:
- attempt unauthorised access, vulnerability probing, credential attacks, security-control circumvention or interference with availability;
- introduce malware, harmful code, deceptive content or data intended to manipulate an assessment or AI-supported workflow;
- scrape, bulk-extract, reverse engineer, reconstruct or systematically copy protected data, scoring logic, models, interfaces or evidence collections;
- impersonate another person or institution, misstate authority, or misrepresent an output as an official government, AU, ECOWAS, UN, regulatory or AI-Sentinel Africa decision;
- submit personal data without a lawful basis or disclose another person’s confidential information without authority;
- use the service for unlawful surveillance, discrimination, repression, disinformation, targeting, cyberattack, weapons activity or violation of human rights;
- circumvent role boundaries or attempt to obtain restricted institutional evidence through basic visitor access;
- remove provenance, copyright, confidentiality, status or methodology labels; or
- transfer controlled content across a border in breach of data-protection, secrecy, export, localisation or institutional requirements.
Activities prohibited by the Cybercrimes (Prohibition, Prevention, etc.) Act 2015, as amended, or another applicable cybercrime law are strictly forbidden.
6. Classified, restricted and operational information
The public website, ordinary email, public demonstrations and basic visitor portal are not approved channels for classified information, intelligence-source identities, credentials, live vulnerability secrets, active incident data, national-security operational material or other restricted information.
Such material may be handled only after a competent institution has authorised the activity in writing and approved the environment, classification rules, access list, hosting location, encryption, retention, incident response and cross-border restrictions. AI-Sentinel Africa may quarantine, restrict, return or securely delete material submitted through an inappropriate channel, subject to legal preservation duties.
7. User submissions and authority to contribute
You remain responsible for information you submit and retain any rights you lawfully hold. You confirm that the submission is accurate to the best of your knowledge, that you have authority to provide it, and that its processing does not infringe another person’s rights or your institution’s obligations.
You grant AI-Sentinel Africa a non-exclusive, limited, royalty-free licence to host, secure, reproduce and process the submission only as necessary to provide the requested service, perform authorised review, maintain auditability and comply with law. Public publication, attribution or reuse outside the requested purpose requires a separate lawful basis, permission or licence. Community submissions are moderated and are not published automatically.
8. AI-assisted outputs and human decision-making
AI-Sentinel Africa is positioned as adaptive governance intelligence. AI tools may assist with classification, synthesis, pattern identification, scenario analysis and draft preparation, but do not possess sovereign, regulatory or command authority.
Outputs may contain errors, omissions, uncertainty or outdated information. Synthetic scenarios, demonstrator dashboards, methodology-review drafts and illustrative scores are not live national statistics, incident alerts, certifications, legal findings or official rankings unless expressly identified, validated and authorised as such.
You must review source provenance, confidence, limitations and human approvals before relying on an output. No decision affecting national security, critical infrastructure, legal rights, regulatory status, finance, employment, health or another high-impact interest should be made solely from an automated or unverified output.
9. Evidence, methodology and third-party sources
Reasonable care is taken to distinguish source evidence, machine interpretation, human review and final publication status. Public-source information may change, be incomplete or be subject to the originating publisher’s terms. Links are supplied for context and do not make AI-Sentinel Africa responsible for third-party content, availability or security.
Where a report includes a methodology or model-provenance note, users must preserve that note and all material caveats when sharing an authorised copy. Methodology-review drafts must not be represented as audited certifications or final institutional assessments.
10. Intellectual property

Olugbile is the Founder and Author of AI-Sentinel Africa and developer of the Adaptive Cybersecurity Governance Model (ACGM) and Adaptive Cybersecurity Governance Framework (ACGF).
AI-Sentinel Africa, AISAS-CGOS, Project SENTINEL, ACGM, ACGF, platform architecture, scoring concepts, visual identity, original text, demonstrators and related materials are authored, owned or lawfully used by Dr. Segun H. Olugbile and/or the relevant identified rights holder. Scholarly supervision, institutional discussion, access, feedback or participation does not transfer ownership or create an implied endorsement or licence.
11. Privacy, data protection and cross-border use
Personal data is handled under the Privacy Notice and any service-specific or institutional schedule. You must not use the platform to collect, combine, export or disclose personal data in breach of the Nigeria Data Protection Act 2023, GAID 2025 or another applicable law.
Institutional users are responsible for confirming their authority and lawful basis before contributing personal data. A cross-border transfer must have a documented legal basis and appropriate safeguards. Portal access does not itself authorise a transfer, override data-sovereignty requirements or waive a data subject’s rights.
12. Security and responsible disclosure
You must take reasonable steps to protect your email account, device and session. Notify author@aisentinel.africa promptly if you suspect unauthorised access, a lost activation link, a security weakness or misuse of data.
Good-faith security research requires prior written authorisation and an agreed scope. Do not test the live platform, access another user’s information, disrupt service, exfiltrate data or publicly disclose a weakness before remediation and coordinated disclosure.
13. Availability, changes and suspension
The service may be modified, restricted, suspended or withdrawn for maintenance, security, legal, funding or programme reasons. We aim to preserve important evidence and account records appropriately, but continuous or error-free availability is not guaranteed.
We may suspend or terminate access where we reasonably believe these terms, law, role restrictions or institutional controls have been breached. Where appropriate, we will provide notice and an opportunity to respond, but immediate restriction may be necessary to contain risk or comply with law.
14. No professional advice or operational authority
Content is provided for strategic, policy, research and evaluation purposes. It is not a substitute for legal advice, regulatory direction, classified intelligence, professional incident response, procurement due diligence or an authorised institutional decision.
No content creates a fiduciary, adviser-client, employment, agency, procurement, partnership or government-contractor relationship. A controlled demonstration or proof of concept does not constitute operational accreditation, certification or authority to deploy an output.
15. Warranties and liability
Reasonable efforts are made to protect the service and identify source, confidence and status. To the extent permitted by law, however, the service and demonstrator content are provided without an implied guarantee of uninterrupted availability, completeness, fitness for a particular operational purpose or freedom from all error.
Users remain responsible for independent verification and authorised human judgement. To the extent permitted by law, AI-Sentinel Africa and its author are not liable for indirect, consequential or special loss arising from unauthorised use, unverified reliance, third-party content or circumstances outside reasonable control. Nothing in these terms excludes liability that cannot lawfully be excluded, including applicable data-protection remedies, fraud or deliberate misconduct.
16. Governing law and dispute resolution
These terms are governed by the laws of the Federal Republic of Nigeria, without removing any mandatory protection that applies to a data subject or user in another jurisdiction. The parties should first attempt in good faith to resolve a dispute through written notice and discussion. If resolution is not possible, the courts of competent jurisdiction in Nigeria may determine the matter, subject to any mandatory law or written institutional agreement.
17. General provisions
If a provision is unlawful or unenforceable, it will be limited or severed to the minimum extent necessary without affecting the remaining terms. Failure to enforce a provision is not a waiver. You may not transfer a controlled account or assigned rights without written permission. A signed institutional agreement prevails over these general terms for the specific activity if it expressly identifies the provision being varied.
18. Changes and contact
Material revisions will be versioned and dated. Existing portal users may be asked to review and accept revised terms before continuing to use a controlled service.
Questions, permission requests, legal notices and responsible-disclosure reports should be sent to:
